Applying for a First-Time Minnesota Teaching License
The Educator Licensing Division now provides for the application electronically of a first-time Minnesota educator license. Click on the web address below to enter the Department of Education’s web site and get directions on how to complete your first-time application or to access the online renewal site. Future enhancements will include the completion of all educator license transactions online.

Items to be completed for Licensure:
- Completion of all coursework including waivers/transfers. Please meet with your advisor to make sure everything is in order.
- Completion and passing ALL PRAXIS I and II EXAMS. Note: Elementary students who have taken but did not pass the middle school content test are still eligible for a Temporary K-6 licensure for up to three years (requires retesting and resubmitting application every year).
- Complete and sign a Minnesota Department of Education Fingerprint card using black ink only. Jerrie Seibert (SMU Campus Safety) will fingerprint you at no cost. Betty Bethke has fingerprint cards.
- All applications require processing fee(s). Payment is made using VISA or MasterCard through a secure site at US Bank. Applicants will also be required to provide the three-digit security number found on the signature strip of their credit card.
- After you have completed the application, print off a copy of the application and submit the signed application, a signed transcript release form, and completed fingerprint card to Betty Bethke.
Special Note: You have sixty (60) days from the date your online application is submitted to mail or deliver all required materials. If the supporting documents are not received in our office within sixty (60) days, your application will be deleted from the online system and your fee(s) will be forfeited.
Non-First Time Applicants
